Imphal: The All Naga Students’ Association, Manipur (ANSAM), an apex Naga student body, has submitted a representation to Chief Minister N Biren Singh, seeking immediate intervention to ensure the implementation of reserved norms in admissions to central institutions in the state, as mandated by the Central Institutes (Reservation in Admission) Amendment Act, 2012.
This includes institutions like the National Sports University and other central universities, in line with orders from the Supreme Court and the High Court of Manipur.
A similar representation has been submitted to Dinganglung Gangmei, Chairman of the Hill Areas Committee (HAC), Manipur. ANSAM officials also met with the Vice-Chancellor of the National Sports University, Manipur, expressing concerns and dismay over the irregularities in the recent declaration of admission results for the academic session 2024-2025.
These results contradict existing reservation norms, and ANSAM has called for the discrepancies to be rectified. They have issued an ultimatum for this to be done by July 31, insisting that all admission processes be halted until the issue is resolved.
In its representation, ANSAM stated that the National Sports University, Imphal, a central university under the Ministry of Youth Affairs and Sports, Government of India, violated reservation norms in its notification for admissions.
Despite reminders to strictly follow the reservation policy according to the Central Institutions (Reservation in Admission) Amendment Act, 2012, the notification and results for the 2024-2025 session allocated 15% for SC, 7.5% for ST, and 27% for OBC. This allocation violates the mandated reservation percentages of 2% for SC, 31% for ST, and 17% for OBC.
The Association highlighted that such actions deprive tribals of their rights through a narrow interpretation and exploitation of quotas meant for Scheduled Tribes. They condemned the deliberate actions of the university authorities as inappropriate and injudicious.
“These irregularities have never done any good but always triggered resentment and unrest among the societies and eventually leading to social rift in the state. All these acts of exploitation and manipulation must put to a stop once and for all,” stated ANSAM.
ANSAM further expressed concern over the intentional manipulation and procrastination by the National Sports University, Imphal, and the Central Agricultural University, Imphal.
ANSAM was perturbed by the continuous moribund state of affairs in the education system in Manipur reeling under problems of manipulation and violations leading to resentment, agitations, social chaos and vices; to which they observed that the competent authority of the state and the country must take an onus to solve the problem for the ends of justice.
The Association warned that they would not accept any outcome unless the actual reservation policy is strictly followed in accordance with the parliamentary act. They urged the government to initiate necessary steps to implement the law in both letter and spirit, in the best interests of the tribal populace and all concerned citizens.
“Our shared experiences of the past made us cautious about the issue at hand but we are optimistic that your high office will do justice for the well-being of the state,” ANSAM stated.

ANSAM is hopeful that the Central Institutes (Reservation in Admission) Amendment Act, 2012, will be positively implemented during the admission process at the National Sports University, Imphal, the Central Agricultural University, Imphal, and other central universities in Manipur.
They cautioned that failing this, ANSAM and its units would be compelled to take appropriate actions to achieve justice, and the government would be held responsible for any untoward consequences during their agitations.
