The proposed division will attend to complaints against employees over corrupt practices; ensure integrity, transparency and work culture in the power corporation
Agartala: Tripura government has initiated to set up a vigilance-cum-intelligence unit for the Tripura State Electricity Corporation Limited (TSECL) to collect intelligence on irregularities in work and maintain caution on on-field level works.
A government notification issued by the power department and signed by SR Das, joint secretary to the government of Tripura, mentioned about the formation of unit.
The unit will attend to complaints against employees regarding corrupt practices and also ensure integrity, transparency and work culture in the corporation. It will work under the administrative control of the chairman-cum-managing director of the TSECL. However, matters related to the chairman-cum-managing director and the directors will be placed directly to the secretary of the department concerned.
The vigilance unit would constitute of one chief vigilance officer with a number of deputy and senior vigilance officers for investigation of cases and for follow-up action in the inquiry officer’s reports, including recording and maintaining registers.
The unit will be assisted by clerical staff in the office of all secretarial works. The manpower will be managed from the existing strength of power department and the TSECL until the creation of new posts for the unit. The decision of the CMD, TSECL will be final with regard to existence of a vigilance angle based on confidential or preliminary inquiry.
The objectives of the unit is to look after all matters pertaining to vigilance; to provide a link among power department, TSECL and the state Vigilance Commission; to collect intelligence about the corrupt practices committed or likely to be committed by the employees of TSECL and the employees of Power department deputed to TSECL; and investigating or causing an investigation to be made into verifiable allegations received by the unit.
The functions of the vigilance unit is categorised into three parts -- preventive vigilance dealing with administrative delays, personal discretion in exercise of powers, cumbersome procedures for dealing with various matters, etc; punitive vigilance deals with verifiable allegations received by the vigilance unit; and surveillance and detection deals with collection of intelligence about the corrupt practices committed.
