Itanagar: East Siang deputy commissioner Dr Kinny Singh and PHE (Western Zone) chief engineer Tomo Basar along with their respective teams have been conferred with the prestigious Chief Minister’s Award for Excellence in Public Administration-2021.
DC Singh and her team members were presented the award for enhancing enrollment in government schools by improving infrastructure through crowd funding, while CE Basar and his team were feted for implementing a multi-village integrated drinking water project for the Jia Bolung- Bukkong area.
Singh’s team comprised of East Siang deputy director of secondary education J Yirang, Rajiv Gandhi University Prof David Gao, DIET Pasighat principal B Dutta and the principals of Ruksin and Sille Government Higher Secondary Schools Tajom Padung and Tagong Sitang respectively while Basar’s team included PHE superintending engineer Oyuk Padung, executive engineer Hage Mobing, assistant engineer Tajing Darang and junior engineer Bajong Pertin.
The team under DC Singh and DDSE Yirang has achieved record enrolment and quality education of around 80 government schools by improving their infrastructure with crowd-funding, voluntary contributions and mission mode implementation of government schemes.
The locals also helped in the facelift of 11 such schools, which brought a sense of ownership in the community. The enrolment increased by about 50 percent in two years in the schools covered under crowd-funding.
Prominent individuals, ex-students, and government servants were roped in as ‘Friends and Motivators’ in the “Pay back to Society Mission.”
CE Basar and his team commissioned the multi-village integrated drinking water project for the Jia Bolung- Bukkong area on November 06, 2020.
The solar based lift water supply project for 39 census villages is designed to provide drinking water to 17,480 people. The project has been conceived as an integrated project with an element of drinking water, green energy and tourism component in it. The project is first of its kind in the state using green energy-solar grid, SCADA automation system, prefabricated zinc alum storage tank and HDPE conduit for mains, sub-mains and distribution networking system. It also includes an amusement park, swimming pool, amphi-theatre, fountains, sit-outs etc.
The project also envisages the promotion of tourism in the area which will enhance the living standard of the people and thus help in boosting the rural economy.
In order to ensure sustainability of the water project park, local villagers agreed to share responsibility in management of the assets in the park.
Introduced on the occasion of the Civil Service Day held on April 21, the objective of the Chief Minister’s Award for Excellence in Public Administration is to acknowledge the outstanding and exemplary performance of the civil servants.
It also aims to recognize the extraordinary and innovative works done by an individual state government employee or teams/groups/organizations.
As per the scheme, two awards would be given in the individual category and one in the organization/team category.
The award constitutes a medal, a scroll and cash prize of Rs 1 lakh in case of an individual and Rs 5 lakh for the organization/team category.
