Imphal: A 47-year-old man was arrested by the Manipur police on Sunday for allegedly killing a dog in Imphal.
As per sources, the man — identified as Motilal Thiyam of Lairikyengbam Makha Leikai — was caught on camera while dragging the dog for nearly 2 km on the road at Nagaram Block-B.
Speaking with EastMojo, Yening Animal Foundation (YAF) chairperson Sapna Laishram said that the culprit, Motilal, was caught on a camera while mercilessly dragging the dog on a bike which resulted in the road painted with bloodstain. The disturbing video was captured by a middle-aged man who uploaded it on Facebook; later, it went viral.
“Soon after we came to know the video on the socials, we rushed to the spot and found the culprit along with nine other accomplices preparing the dog meat to cook,” said Sapna.
The team alerted the police and arrested the main culprit Motilal by the Lamphel Police Station, said the sources.
An FIR has been filed against the main culprit involved in the incident under Sections 188/428/429/34 of Indian Penal Code (IPC) and Section 11 of Prevention of Cruelty to Animal Act, 1960 by the Yening Animal Foundation.
The details of the other nine co-accused have recorded for further investigation, said Sapna.
Since its inception in 2018, Yening Animal Foundation, a non-government organisation, has been initiated for prevention of cruelty to animals in collaboration with concerned veterinary and animal husbandry, environment and climate change departments.
On July 5, the foundation had also submitted a memorandum to the chief minister N Biren Singh requesting him to pass an ordinance to prevent killing and eating of dogs and to fully implement the Prevention of Cruelty to Animals Act 1960 in the state with immediate effect.
However, until now, the state government have not responded to their call, said Sapna.
The animal rights activist also highlighted the grievances of non-availability of the shelter homes for rescued dogs in the state and has urged the concerned authorities to look upon the issues.
