Guwahati: On Saturday, the Union ministry of home affairs (MHA)issued ‘Unlock 4’ guidelines in a move to further spur the economy while containing the spread of COVID-19. However, in containment zones, lockdown shall continue to be implemented strictly till September 30.

Things which are now allowed under unlock 4:

  • From September 7, Metro trains will be allowed to operate in a graded manner.
  • Restrictions on inter/intra-state movement of goods and persons are now removed. No separate approval, e-permits, separate permission required.
  • With a ceiling of 100 persons, social/academic/sports/entertainment/cultural/religious/ political functions & other congregations will be permitted from September 21.
  • Students belonging to Classes IX-XII may be permitted to visit their schools (in areas outside containment zones) voluntarily only. This too for taking guidance from teachers and is subject to the written consent of their guardians/parents.

  • States/UTs may permit up to 50% of teaching and non-teaching staff to be called to the schools at a time for online teaching/tele-counseling and related work.
  • Higher education institutions will be open only for research scholars (Ph.D.) and post-graduate students of technical and professional programs requiring laboratory/ experimental works. These will be permitted by the Department of Higher Education (ME) in consultation with MHA, based on the assessment of the situation, and keeping in view the incidence of COVID-19 in the States/ UT’s
  • Open-air theatres will be permitted to open from September 21.

Things which remain off-limits even on Unlock 4:

  • All activities, except the following, shall be permitted outside containment zones: (i) Cinema halls, swimming pools, entertainment parks, theatres (excluding open-air theatre), and similar places. (ii) International air travel of passengers, except as permitted by MHA.
  • State/ UT Governments shall not impose any local lockdown (State/ District/ sub-division/City/ village level), outside the containment zones, without prior consultation with the Central Government.
  • Schools, colleges, other educational institutions will remain closed up to September 30.
