Imphal: Manipur intensified the lockdown for another 14 days as cases of COVID-19 with locals who have no travel history testing positive for the virus, putting the entire health system in the state on alert.
Now, to combat the spread of the coronavirus, the state cabinet in an emergency review meeting decided to imposed the complete lockdown of the entire state starting from 2 pm on Thursday.
On Thursday, chief secretary J Suresh Babu, who is also the chairperson of state executive committee of its disaster management authority, issued the list of activities which are permitted and operational during the lockdown period.
The chief secretary also instructed the deputy commissioners to issue order imposing curfew in their respective districts and permitted activities that are subject to observance of national directives for COVID-19 management.
High Court of Manipur may issue its order and guidelines based on orders and guidelines issued by the Central government and state government, he said.
Supply of essential items which include home delivery of essential commodities, collection, processing, distribution and sale of milk and milk products and locally-based retail stores dealing with essential commodities are allowed to open across the state.
Such services shall be allowed to open from 6 am to 10 am on all days, except on Sundays. However, the movement of private vehicles will not be permitted except for emergency services, including medical and veterinary care.
All exempted category of employees attending the workplace is allowed for movement, it said.
Moreover, all goods services are allowed to cross the interstate border at Mao in Senapati, Jiribam and Jessami in Ukhrul districts. And the movement of all trucks and other carrier vehicles with two drivers and one helper, including empty trucks after delivery of goods or for pick up of goods are allowed.
Shops for truck repairs and dhabas on highways are allowed with social distancing prescribed, it said.
During the lockdown period, health-related activities like opening of hospitals, nursing homes, clinics and dispensaries shall be allowed. And all kinds of medicine stores, including chemists and Jan Aushadhi Kendras and medical equipment shops, will be permissible to operate, as per the official statement.
Print and electronic media, courier services, private security services, food processing units and bottled water manufacturing and distribution under commercial and private establishments sectors will be operational, it said.
Agricultural activities in rural areas and agencies engaged in procurement of agriculture and horticultural produce will not be affected from the curfew imposed statewide, said the chief secretary.
Meanwhile, all central and state government offices dealing with essential services shall be opened and all officers of the rank of undersecretary and above in the secretariat office must attend work.
In respect of other offices, at least 10 per cent of the staff shall attend the work as decided by the administrative secretary or head of the department, it said.
The banking system, including ATM, will be operational during the 14 days lockdown period in the state.
At present, Manipur has recorded at least a total confirmed cases of COVID-19 positive to 2,060, in which 642 are active and 1,418 persons have recovered. The recovery rate as of now stands at 68.83 per cent.
