Wearing of face cover is compulsory, violation will attract a fine of Rs 1,000 for first offence

Guwahati: In order to contain the spread of COVID-19 pandemic and to avoid a spurt in positive cases in the Kamrup (Metro) district, the state government has made some partial modifications on its earlier order on lockdown for two weeks.

Addressing media persons In Guwahati on Saturday, Assam chief secretary Kumar Sanjay Krishna said that during the period starting from June 19 to August 2 (7 am to 5 pm daily), all shops and business establishments in the entire Kamrup (M) district will be allowed to operate but only on one side of any street on any given day and on opposite sides on alternate days.?The deputy commissioner, in consultation with trade bodies, shall determine the side of the street for operating on alternate days.

Wholesellers will be allowed to open from Monday to Friday, from 7 am to 5 pm daily. Vegetables, meat and fish whole sellers are also allowed to open during this period.

Home delivery of items like vegetables, meat and fish will be open from Monday to Saturday, from 7 am to 5 pm daily. Courier and e-commerce services are also allowed from Monday to Friday, 7 am to 5 pm. All industrial establishments and construction activities, including transportation of materials, are allowed subject to the condition that the workforce will be staying in the premises and outwards/inwards movement shall not be allowed. Owner/builder will be responsible for maintenance of COVID-19 protocols by the workers.

Whole sellers will be opened from Monday to Friday from 7 am to 5 pm, the report says

Milk, milk products are allowed to be sold on all days. Restaurant and hospitality services are allowed to function from Monday to Friday during the non-curfew hours. Only home delivery of goods, online home delivery of cooked food business is allowed.

Shopkeepers will be allowed to operate only with 50% employees. Cab operators, auto rickshawSC and manual rickshaws are allowed to operate with certain pre-conditions.

All Central and state government offices, including banks, insurance companies, NBFCs, GTAC and private offices shall operate with 30% of all workforce.

Wearing of face cover is compulsory in public places, in workplaces and during transport etc. Violation will attract a fine of Rs 1,000 for the first offence, the new notification said.

Meanwhile, all inter-district movement of individuals will be strictly barred with effect from July 22, 2020 until further orders. For medical and last rites emergencies, movement shall be allowed only with permission from the DC of the original district, it added.
