Students stage protest demanding removal of Prof AP Pandey as VC of Manipur University

Imphal: On charges of his alleged involvement in administrative and financial irregularities along with dereliction of duty, the Centre has dismissed vice-chancellor of Manipur University Adya Prasad Pandey from services on Friday.

In an order issued by Surat Singh, deputy secretary to the government of India (vide F No 33-06/2018-CU.IV, Government of India, Ministry of HRD, Department of Higher Education), it said that Prof Adya Prasad Pandey was appointed as vice-chancellor of Manipur University on 26.10.2016.

“Several complaints of irregularities in administration of the University including serious academic, administrative and financial irregularities and illegalities as well as dereliction of duties and lack of commitment on the part of vice-chancellor, Manipur University were brought to the notice of the government by various quarters. On account of these complaints against the vice-chancellor of Manipur University, Manipur University Students’ Union (MUSU) started an agitation against him which was also joined by Manipur University Teachers’ Association (MUTA) and Manipur University Staff Association (MUSA) and demanded his removal,” the order said.

Due to prolonged agitation by the whole university and other colleges, the situation had taken an ugly turn and the state government requested the ministry to take serious note of the current situation stating that any delay would lead to major law and order problem in the state.

Prof Adya Prasad Pandey proceeded on leave on personal grounds for a period of 30 days with effect from August 2, 2018. In order to bring back normalcy and in the interest of the Manipur University, a Fact Finding Committee comprising officers from MHRD and UGC was constituted (vide order dated 12.07.2018) to inquire about the allegations made against the vice-chancellor. Not satisfied with the composition and terms of references of the committee, the MUSA, MUTA and MUSU did not withdraw the strike. Subsequently, an independent inquiry committee consisting of T Nandakumar Singh, former acting Chief Justice of the High Court of Meghalaya and Prof MK Choudhary, former vice-chancellor of Tezpur University was constituted on 17.08.2018, to inquire into allegations against the vice-Chancellor, Manipur University relating to administrative and financial irregularities in the management of affairs of the Manipur University. These measures led to suspension of the agitation on 22.08.2018 after a period of 85 days and the Manipur University started functioning from 23.08.2018.

Later on August 31, 2028, he resumed his duty and due to some of his alleged irregularities in taking decisions, Prof Adya Prasad Pandey was placed under suspension with immediate effect again.

The government order further said that the Prof Pandey has failed miserably in performing duties assigned under Statute 3 (3) of the Manipur University Act, 2005.

“Now, therefore, the President of India, on consideration of facts and material available on record and reply submitted by Prof Adva Prasad Pandey, vice-chancellor (under suspension), Manipur University, in his capacity as the Visitor of Manipur University, in exercise of the powers conferred upon him in terms of Section 13 of Manipur University Act, 2005 read with Statute 2 thereof and Section 16 of General Clauses Act, 1897, has been pleased to dismiss Prof Adya Prasad Pandey from the post of vice-chancellor, Manipur University with immediate effect,” the order said.
