Mizoram chief minister Zoramthanga

Aizawl: Opposition Congress on Monday slammed the ruling Mizo National Front (MNF) in Mizoram for allegedly failing to fulfill its pre-poll promises.

A statement issued by Congress’ media cell said that the MNF government headed by chief minister Zoramthanga has failed to disburse even a penny to families under its flagship programme — Socio-Economic Development Policy (SEDP) — and questioned the whereabouts of Rs 750 crore allocated for implementation of the programme.

The statement said that the MNF, before state assembly polls in November 2018, had promised to provide financial assistance to every household to the tune of Rs 3 lakh under the SEDP.

The statement alleged that a video, showing MNF president and chief minister Zoramthanga promising Rs 3 lakh to families at public gathering during election campaign, is still available.

The MNF government allocated Rs 750 crore, which is 7% of the state annual budget, under the SEDP for the fiscal 2019-2020, it said. “Not a single family has been provided with financial assistance under the SEDP even as the current fiscal year is about to close and new annual budget is going to be passed again,” the statement said.

The Congress also said that the Rs 750 crore budget allocation under the SEDP was too great considering the amount of the state annual budget.

It said that SEDP budget was greater than the budget earmarked for all important departments except finance, home and school departments.

While stating that more than 25,000 families could have been assisted if Rs 750 crore had been used effectively, the Congress questioned the government as to where it diverted the fund.

Meanwhile, MNF leaders claimed that the SEDP is not based on “cash distribution” system but envisages promoting and yielding sustainable development by judicious use of resources and skill.

The programme also aims at helping those who really have the desire to develop, they said.
