Kohima: A notification from the state home department’s political branch notified the extension of Inner Line Permit (ILP) to the entire district of Dimapur in Nagaland.
“In exercise of the powers conferred under Section 2 of the Bengal Eastern Frontier Regulation, 1873, and in the interest of the public, the governor of Nagaland is pleased to extend the Inner Line to cover the entire district of Dimapur with immediate effect,” the notification dated December 9 said.
It said that every “non-indigenous person henceforth entering the area of district of Dimapur which was hitherto not covered under Inner Line shall be required to obtain an Inner Line Permit (ILP) in the same mode and manner as presently required for entering the Inner Line Permit area of Nagaland state and under the same conditions as provided in Notification of even number dated 03/05/2018.”
It said every non-indigenous person who is settled or has entered the area of district of Dimapur, which was hitherto not covered under inner line, before the date of issue of this notification and on or after 21/11/2019, the day the aforesaid area of Dimapur was constituted as tribal belt (vide land revenue department notification No. LR2 – 118/76 dated 21/11/11 1979), shall be required to obtain an Inner Line Permit in the same mode and manner and under the same conditions as mentioned in para 2 above within 90 days from the date of issue of this notification.
Also, every non-indigenous person who has settled or has entered the area of district of Dimapur which was hitherto not covered under inner line, prior to 21/11/2019, and has been staying continuously, will be exempted along with his / her direct descendents, from the requirement of having an Inner Line Permit subject to him/her producing evidence of the same in the form of documents like entry of name in the electoral roll, land/property documents, house tax, entry of name in the electoral roll of town committee, school records, trade licences, etc, to the deputy commissioner, Dimapur, who on the basis of the submitted documents and after holding such inquiry which he thinks fit and necessary, certify that the person in question has been staying continuously from before 21/11/2019.
The concerned person on the strength of the certificate issued by the deputy commissioner, Dimapur will not be required to obtain Inner Line Permit, it added.
It notified that the deputy commissioner of Dimapur will set up appropriate administrative structures and mechanisms for the purposes of streamlining and ensuring the completion of the whole process of issue of Inner Line Permit to those covered under para three above, and the issue of Certificates to those covered under para four, in a time bound manner.
Transit passengers passing through the district to other states and having valid ticket will not require the ILP. It further added that the notification was issued in pursuance of the cabinet decision of 15/02/2019 and 9/12/2019.
