Guwahati: A team of experts from Bhakra Nangal hydropower project arrived at Kopili Hydro Electric Plant (KHEP) in Assam’s Dima Hasao district to take stock of the situation where four persons are fear trapped since Monday morning due to a pipeline rupture.

The team from Himachal Pradesh is yet to begin activity as the site of the accident remains inaccessible.

Meanwhile, Assam State Disaster Management Authority (ASDMA) CEO MS Manivannan said that the National Disaster Relief Force (NDRF) has been deployed on the ground but the site is not accessible as the authorities are still trying to vacate the waters. Also, the hundreds-foot-high water fountain which spurted after the rupture continues to flow.

The fate of the trapped persons is unknown as no contact could be established with them since the incident which occurred around 4.30 am on Monday.

Dima Hasao DC Amitabh Rajkhowa said: “There is no change in situation.” And though NDRF is deployed, they are not able to carry out operations due to high water levels.

According to reports, in a bid to release excess water and reduce the pressure NEEPCO opened all the gates of the reservoir. As per Manivannan, NEEPCO said that it is likely to control the water flow by Thursday.

The stance of NEEPCO could not be verified as EastMojo got no response despite repeated attempts.

Meanwhile, ASDMA CEO said: “We are extending all required support and forces.”

On media reports suggesting that the pipeline had expired in 2014, he said a detailed inquiry will be conducted later, as at the moment the focus is on rescuing the trapped persons.

A large portion of the Kopili Hydro Electric Plant, including the entire pump house area, was inundated due to rupture in the pipeline that carries 12,000 litres of water per second. After this, a water fountain was soon formed, rising hundreds of feet into the sky.
