Agartala: The Tripura government has notified district magistrates (DM) and collectors of all the eight districts to visit one gram panchayat (GP) or village committee (VC) in their district every Friday to inspect and review the implementation of all major government schemes and projects in the area.

According to a notification made available to the media on Wednesday, the DM will be accompanied by district heads of relevant departments and will have to identify the gaps in the implementation of schemes. They will have to inspect works, walk through in habitation areas, visit schools, health establishments, anganwadi centres and public hearing of general grievances of villagers.

A notification undersigned by chief secretary Kumar Alok said, “No meetings in the state district headquarters, tour of senior government functionaries to the district will be scheduled on Friday. In rare circumstances, if the DM and collector is not able to tour on Friday, it may be rescheduled as soon as possible.”

Further, the DMs will also look into aspects of the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) like transparency in the selection of individuals, timeliness of payments, denial of job cards to any section of society, maintenance of registers, case record files and update of job cards, the notification said.

Works did under Pradhan Mantri Awas Yojana-Gramin (PMAY-G) and status of existing works, to ensure basic amenities like toilet, drinking waist, cooking gas, electricity, selection of beneficiaries as per guidelines and quality of works under progress are also to be observed.

In school and anganwadi education, the functioning of schools anganwadi centres including a quick review of learning levels of students and attendance percentage of students and teachers, the nutritional status of children, adolescent girls and mothers are to be inspected.

Also, the DM and collectors should review financial statements, ledgers, bank statements at the office of VC and GP for examining fund availability, cash balances, timely update of cash book, and reconciliation of hard copy cash book.

After every field visit, the DM and the collector should issue a detailed inspection note with suitable instruction to the concerned sub-divisional magistrate (SDM), block development officer (BDO), and other departmental officers for necessary follow-up action to be taken and would repeat the inspection for the same VC or GP after three months or earlier to review the instructions issued earlier.

Besides field inspection of one GP or VC per week, inspection of one block office, SDM office and executive engineer, and RD office are also to be compulsorily done by the DM and collector, so as to cover each BDO office, SDM office and executive engineer’s office at least twice in a year, the notification added.
