Itanagar: The first Cabinet meeting of the new government chaired by chief minister Pema Khandu and attended by all the newly sworn-in ministers on Sunday took several major decisions to revamp the education and law and order scenario of the state.
A detailed presentation was made before the Cabinet on the status of the two sectors. Proposals were also made for strengthening the two sectors.
After detailed deliberations, the Cabinet decided to revoke all out-of-turn promotions in the education department and settled on appointing only one director for school education by merging the post of director elementary education and director secondary education.
The house also decided that the pre-board exams for Class X and XII would be conducted in December and those students securing less than 33% marks and having less than 75% attendance shall not be allowed to appear for the CBSE exams.

Under the Integrated Scheme for School Education (ISSE), the Cabinet decided that only one district project coordinator per district shall be appointed through a fresh transparent selection process.
The house also decided to frame a ‘State Education Policy’ with timelines within three months and maintain paperless e-office in the secretariat and directorates for effective decision-making.
Decision to implement e-HRMS module for online transfer/posting of teachers for effective rationalisation of transfer/posting and photos of all teachers in all the government and government aided school’s to be displayed on the schools notice board besides issuance of identity cards to all the teachers (regular and contractual) were taken during the meeting.
In order to streamline the process of granting scholarship to eligible students, the Cabinet decided that the scholarship provided through the social justice & empowerment & tribal affairs department shall be transferred to the education department.
The house also decided to start tele-education (virtual classroom) in Government Higher Secondary (GHSS) and Higher Secondary (GHS) schools in a phased manner, besides organising annual games and literary meets in all the government schools.
Decision to install menstrual waste incinerators for girl’s health and hygiene in all GHSS and GHS, colleges and polytechnics, provide free text books at the start of an academic year and doing away with ‘Book Return Policy’ were also taken on the day.
The Cabinet also approved providing laptops, printers and scanners in 285 GHSS and GHS and further decided that for discipline and nation building, a National Cadet Corp, National Service Scheme and School Police Cadet shall be raised in the schools.
Also it was announced that the first law college of the state, located at Jote near Itanagar, would start from July and so would the Government Model Degree College in Palin in Kra Daadi district within this year.
Strengthening of State Council Educational Research and Training (SCERT), stipend to all eligible students studying in elementary classes to be released only through direct beneficiary transfer (DBT) mode and awarding gold medal to the best performing deputy commissioner in education sector, etc, were the other decisions taken by the Cabinet.

Law and order:
For strengthening ‘law and order’ in the state, the CM Khandu-led Cabinet decided to make operational the Emergency Response Support System by July 31. To strengthen the Arunachal Pradesh Police, the Cabinet, while taking note of the manpower requirement, decided to create additional posts of civil police in a phased manner.
The Cabinet also decided to expedite and complete investigations in the Toko Yame and Ngurang Pinch murders cases immediately while in the Ojing Taying case, the reward for giving information regarding the culprits has been increased from Rs 1 to Rs 3 lakh.
The house also decided to post IRBn personnel in the state on a rotational basis.
