Former Minister in NDA Government Dilip Ray, convicted in coal scam

Dilip Ray was convicted by special judge Bharat Parashar for criminal conspiracy among other offenses

On Tuesday, a special court in Delhi convicted former Union Minister Dilip Ray, in the coal block allocation scam in Jharkhand in 1999.

Dilip Ray, who was the former Minister of State (coal) during the Atal Bihari Bajpayee government.

Along with Ray, the court also convicted senior officials who were from the Ministry of Coal at that time.

The court said, "There was a concerted effort by way of criminal conspiracy to facilitate misappropriation of the important nationalised natural resources of the country.” It added that while discussing the role of Ray for the offence under section 13 (1) of the Prevention of Corruption Act, it has already been concluded that he acted with a dishonest and malafide intention and that too in clear violation of the unambiguous provisions of law.

“It clear that Dilip Ray dishonestly facilitated allocation of the abandoned non-nationalised coal mining area in favour of company CTL and that too in violation of the direction of law,” the order added.

The Special CBI judge for the alleged offences, convicted the four and two firms under section 120-B (criminal conspiracy), 420 (cheating), and 409 (Criminal breach of trust) of IPC under all the relevant provisions of the PC Act. The court will hear arguments on the quantum of sentence on October 14.

The case revolves around the alleged irregularities in the allocation of the Brahmadiha coal block in Giridih, Jharkhand to Castron Technologies Ltd in the year of 1999. Ray is the first minister of the erstwhile NDA government who has been convicted in the coal scam case.
