Kohima: A new online Inner Line Permit (ILP) module was launched by Nagaland Chief Minister Neiphiu Rio at the CM Residential Complex in Kohima on Thursday, to ease registration process for all categories such as businessmen, traders, priests, labourers, students, in addition to the tourist which was made operational since November 8.
During the launch, Rio said that this was part of the Government’s effort for making public services available in a more efficient and user-friendly manner. Rio said that ILP is a tool to protect the indigenous people of Nagaland, enforced under the Bengal Eastern Frontier Regulation, 1873 and also agreed as part of the 16-point agreement that led to the formation of the State.
The CM hoped that with strict timelines and monitoring, the approval process should not be abused while ensuring that the applicants are also contended.
While the online ILP system would enable authorities to capture and analyze all data of visitors to the State, he said that it would also help the government in better planning for various facilities.
Rio added that more government services should be carried online so that it is easily accessible to the public through various devices and that websites should not be only tools for providing information but should provide services online within a short time limit.
Advisor, ITC, Science & Technology, NRE, Mmhonlumo Kikon, informed that the online ILP system for the tourist category has received a total of 17,786 applicants so far.
“To ease the process of obtaining an ILP by any person, the online ILP portal has been designed for all categories in a modern and robust way,” he said.

Kikon said that this is one of the pioneering steps to illustrate the government’s transparency, accountability and promote e-governance by using internet-based technology. He added that this initiative will increase the overall digital transactions in the state and contribute towards the Digital India Vision.
Meanwhile, the Home Department notified that anyone who wants to obtain an online ILP can visit the online site www.ilp.nagaland.gov.in, and get registered using a phone number, provide all necessary details, and upload proof of identity and address. The application will be electronically transmitted to the Deputy Commissioner concerned, who after carrying out the necessary checks, and on being satisfied of the eligibility of the person concerned may approve for issue of ILP.
On approval by the Deputy Commissioner, the applicant will proceed for payment of the requisite ILP fee in the portal, and on successful payment, the person concerned can download or print the ILP card.
A soft copy of ILP card will also be sent to the email of the person concerned along with an SMS to the registered mobile number with ILP number and validity. The digital copy of the ILP generated, or its hard copy, will be considered as valid ILP document when carried along with a Government recognized photo ID by the person concerned. The Guarantor for the persons seeking ILP online will also be required to be registered online on the site www.ilp.nagaland.gov.in, by providing a phone number, the required details, and government recognized Photo IDs and address proofs.
Each guarantor will be given a unique number which the ILP applicant will be required to fill up, an on doing so the guarantor will get an OTP on the phone which will have to be provided to the applicant for filling up for proceeding further with his/her application. This way, the guarantor can keep a check whenever anyone is making an application using his/her name as Guarantor, and his/her unique number, for getting an ILP.

As provided in the present guidelines, the department notified that the online system doesn’t allow anyone to become a Guarantor for more than 10 persons. A person can remain and function as a guarantor for a maximum of one year at a time. If a person wants to function as a guarantor beyond one year, the ILP should be renewed on the online system.
