‘No work, no pay’: Process of monitoring attendance of Civil Secretariat employees through Aadhaar-enabled biometric attendance system will begin from February 1

Kohima: In a bid to strictly enforce the implementation of 'no work, no pay', the Nagaland government’s information technology & communication department, in association with the home department, will be monitoring a record of the government employees at Nagaland Civil Secretariat through Aadhaar-enabled biometric attendance system.

An official notification from chief secretary Temjen Toy said that while 12 biometric devices are put up at strategic locations at the Nagaland Civil Secretariat to monitor the attendance of its employees twice a day, a majority of its employees, despite being registered under the Aadhaar-based attendance system, have been avoiding the use of these devices to mark their attendance.

“It has now been decided that every employee, including officers, who have registered under the Aadhaar-based attendance system shall mandatorily mark his/her attendance on the biometric device, both when coming to the office and while leaving after the working hours,” the notification dated January 27 read.

At the end of the month, the attendance record of the employees as marked on the biometric device for the preceding month will be extracted and provided by the department of information technology & communication to the home department for scrutiny. After the scrutiny, remarks will be sought from the administrative head of department (AHOD) if needed be, and with the approval of the chief secretary, the names of employees with satisfactory attendance will be forwarded to the bill and cash branch of the home department for initiating the processing of salaries.

The parameters for deciding the satisfactory attendance for any employee, besides daily attendance, will also include maintenance of office timing, which starts from 9:50 am to 4 pm.

Meanwhile, the salary of all those employees, whose attendance have been found to be unsatisfactory/poor, will not be processed and the list of such employees will be transmitted to the AHODs for the information of those employees.

Employees, whose salaries are withheld, will be required to submit written reasons to the home department, as to why action should not be taken against them. The letters will then be scrutinised and will be recommended and put up to the chief secretary, for taking a decision on releasing the salary, or for enforcing ‘no work, no pay’ or/and, taking any further action as deemed fit, which may also include initiation of disciplinary proceedings.

It notified that the process will come into effect on February 1, and shall be mandatory for all employees to register for the Aadhaar-enabled biometric attendance system. For those who are yet to register, one may visit the Biometric Attendance Control Room of the Directorate of IT&C, 2nd Floor next to NIC (M7085404509, 9856692445) latest by February 10.

In the meantime, the unregistered employees will continue marking their attendance in the registers maintained in their respective departments under the supervision of the AHOD concerned.

Failing to register by February 10, salaries will not be processed for the month and further action as deemed fit may be taken against such employee with the approval of the chief secretary.

Earlier, as reported by EastMojo, chief secretary Temjen Toy directed all departments under the state government to strictly implement 'No work, No pay' to its erring employees as he expressed dismay over the poor attendance at government offices.
