Preparations almost complete for by-elections to 5 assembly constituencies: CEO Manipur

A total of 1,57,658 voters of the five constituencies namely Wangoi, Saitu, Singngat, Wangjing Tentha and Lilong will go to poll on November 7, as per the latest data issued by the CEO Manipur office

Imphal: The Chief Electoral Officer of Manipur (CEO) Prashant Kumar Singh on Tuesday informed that the state is all set to conduct the by-elections to five constituencies’ which are lying vacant at the Manipur Legislative Assembly.

A total of 1,57,658 voters of the five constituencies namely Wangoi, Saitu, Singngat, Wangjing Tentha and Lilong will go to polls on November 7.

Addressing a press conference, CEO Singh stated that since the date of the by-election was announced well in advance, preparations are on track, including training, procurement of ballot machines and identification of polling centres.

“We are ahead of schedule for by-elections,” the Manipur CEO said.

This year, as stated by the CEO, latest mark III Electoral Voting Machine (EVM) and Voter Verifiable Paper Audit Trail (VVPAT) which was procured from Assam and Mizoram in two batches will be used in the by-election.

The model of code of conduct is in force in the districts of Churachandpur, Thoubal and Kangpokpi with immediate effect; however, in Imphal West district it will be applicable only in the assembly segment of Wangoi AC as it falls within the capital district.

“As per the ECI instructions, when by-elections are held in a capital city, the model code of elections will only be implemented in the assembly segment,” said the CEO.

Keeping in mind the current health scenario, CEO further stated that postal ballot would be available to elderly persons, persons with disabilities and those COVID-19 patients who are under quarantine.

Deletion and correction of electoral rolls will not be allowed, which means there will be no Forms 7A and 8 will be accepted after the announcement of elections. However, in case of an addition, it can be done ten days ahead of nominations, added the CEO.

In case of releasing funds for any developmental projects, CEO further informed that there will be a complete restriction on the release of funds either for new or ongoing projects under MPLAD or MLALAD.

Anything that can influence the elections is strictly restricted as per the model code of conduct, added the CEO.
