‘e-Kuber’ to ease disbursement of govt payments: Manipur CM

Imphal: Manipur chief minister N Biren Singh on Tuesday launched e-KUBER, an electronic banking solution system of the Reserve Bank of India (RBI), in all state treasuries and sub-treasuries with an aim to ease disbursement of government payments, in Imphal.

The new payment system of the RBI will replace the existing system for the purpose of government payments.

Speaking to media persons, the chief minister informed that with its launch, all types of government payments, including employees’ salaries and pensioners’ pension, would be done through RBI’s e-Kuber.

The payment system of the RBI will also address the shortcomings of the existing system such as delay in fund transfer to the payee’s account, risk of paper vouchers being missed in course of its physical transmission from treasury to treasury-linked banks, difficulties in cash flow management of the government, etc.

On January 6, the new payment system was rolled out by the state government at the Imphal East Treasury as a pilot project, and following the success of the project, RBI’s electronic payment system was launched in all the treasuries.

Unlike the existing system where multi-stakeholders involved in government transactions manually for payment, RBI will now act as the sole agency bank with the implementation of the electronic banking system.

All government-related transactions for payment will deal directly with RBI, without any intermediary bank, it said.

Moreover, through a web-based integrated system, TreasuryNet, all treasuries would allow accessing the integration of e-KUBER payment platform.

For the purpose of receipts in government treasuries, the existing system of deposit through challan in the government account shall continue for some time.

Customisation of E-GRAS (Government Receipt Accounting System), software to be used for the receipt part, is being done and is likely to be operationalised within three months.

Chief secretary J Suresh Babu, deputy chief minister Y Joykumar Singh, works minister Th Biswajit Singh, education minister Th Radheshyam along with other ministers and RBI officials also attended the launch event.
