Delhi HC allows man to take Manipur civil service exam in custody

Guwahati: In an unprecedented move, the Delhi High Court has allowed a man lodged in jail to take the Manipur civil service examination that was conducted across the state on Sunday.

Benzi Takhellambam, who is facing prosecution in a murder case, had filed a petition in the HC seeking an interim bail on the ground that he had to take the Manipur Civil Service (Combined) Competitive Preliminary Exams 2019 on Sunday.

Accepting his petition, the HC ordered the jail superintendent in Delhi to take the petitioner by an economy flight to Imphal on an interim bail of two days.

Takhellambam was brought to Imphal by flight on Saturday. The examinations are scheduled from 10 am to 12 pm and 2 pm to 4 pm. He is taking his exam at a centre located in a school in the Imphal West district of Manipur.

As per statements from the top court, the petitioner will pay the cost of his flight ticket. “The cost of travel, boarding and lodging of the officers accompanying the petitioner shall be borne by the prison department of Delhi,” the statement added.

Meanwhile, the prosecutors who provided sufficient evidence to show the petitioner’s involvement in the murder case had said that there was an apprehension that he may abscond if he is granted an interim bail.

Subsequently, the court ordered the directed the Imphal West SP to fix up a place in the examination centre premises from where security personnel can keep a strong eye on the accused during the examination period.

The court had further ordered the district SP to ensure that boarding and lodging is provided to the police personnel accompanying the accused, either in the police station where the lock-up is situated or a police lines nearby.
