Imphal: In a move to allow more activities while balancing the need to check the spread of COVID-19 infection to provide livelihood to the people, Manipur government has issued new guidelines for Unlock 2 with immediate effect.
The new guidelines which have been implemented in the entire state will be in force till October 31. However, as per the latest guidelines issued by the state home department, lockdown will continue to remain in containment zones and areas till October 31 whereas no lockdown outside the containment zone shall be notified without prior consultation of the state government.
Activities which are allowed outside the containment zone include opening of locality based shops dealing with essential commodities like groceries for daily use, vegetables, milk booths, poultry meat and fish etc. across the state from 7 am to 6 pm on all days.
Whole sale shops in Thangal Bazar, Dharamsala, Paona Bazar and Masjid Road are allowed to open during the same timing on all days except on Sunday to cater to requirements of retailers of districts.
Similarly, roster system for opening of shops in Thangal Bazar and Paona Bazar will continue into two groups except shops in gullies/by-lanes between buildings from 8 am to 6 pm.
Re-opening of schools, colleges, education institutions and coaching centers has been permitted; however, it stated that separate orders for re-opening of schools and coaching institutions will be issued with detailed guidelines and SoPs.
Meanwhile, all financial institutes, including private banks and insurance companies, are being permitted to function normally.
Among the new activities allowed, all hotels, restaurants, cinema theatres, multiplexes will be allowed to open with 50% of their seating capacity, for which SoP will be issued by Ministry of Information & Broadcasting.
Business to Business (B2B) exhibitions and entertainment parks will be permitted to open, for which SoPs will be issued by the Department of Commerce and Ministry of Health & Family Welfare (MoHFW) respectively.
Swimming pools will be allowed to use for training for sportspersons starting from October 15, however, guidelines and SoPs will be issued by Ministry of Youth Affairs and Sports, it said.
The state government has also decided to allow for social gatherings academic, sports, entertainment, cultural, religious, political functions and other congregations beyond 100 persons from October 15.
However, such gatherings are permitted to organise subject to 50% of the hall capacity in closed spaces with a ceiling of 200 persons with mandatory face masks, social distancing, provision for thermal scanning and hand wash or sanitisers.
The state government will issue separate SoPs to regulate such events, it said.
