Assam govt hikes excise of liquor by 25%, reforms labour laws

Guwahati: Following the footsteps of its neighbours, the Assam council of ministers (CoM) has decided to increased the excise duty on IMFL liquor by 25% of the maximum retail price. This move will help the state generate additional resource of Rs 1,000 crore.

CoM met via video conference on Friday and took several other decisions. With the aim to strengthen the rural economy and attract investment, the CoM approved the Assam Agricultural Produce & Livestock Marketing (Promotion & Facilitation) Ordinance 2020. It also repealed Assam Agricultural Produce Marketing Act 1972.

The council announced several labour reforms like introduction of fixed term employment. It increased the minimum number of workers for implementation of Factories Act from 10 to 20 (with power) amd from 20 to 40 (without power).

Also, the CoM increased the shift hours from 8 to 12 hours during COVID-19 period, and increase minimum number of workers for implementation of Assam Contract Labour Act from 20 to 50.

Providing a major relief to the tea industry, the CoM allowed engagement of full strength of workers in tea gardens while maintaining social distancing and strictly following government and lockdown rules.

The government will also release fund for salary of Assam Agriculture Marketing Board if required.
