Assam: Let off once, ‘declared foreigner’ served notice again

Ali Akbar, a resident of Bongaigaon, gets notice from border police asking him to prove citizenship within a week of release from detention camp after completion of jail term

Guwahati: A ‘declared foreigner (DF)‘, who was set free after spending four years in a detention centre in Assam’s Goalpara district recently, was once again served a notice by the border police seeking his presence at a Foreigner’s Tribunal (FT) just a week after his release.

As per reports, the declared foreigner, identified as Ali Akbar hailing from Chatpora Chor Gaon of Bongaigaon district, along with six others -- Charu Sheikh, Ajbahar Ali, Asiruddin, Jalal Uddin, Manikjan Bibi and Nibaran Barman -- were released from detention centre on November 21, 2019 after fulfilling jail terms under legal conditions prepared by the state home and political department as per Supreme Court guidelines. However, within just one week of his release, the authorities concerned, to utter surprise to many, served a notice to him again seeking his appearance at an FT.

In an order issued under memo number 57/2019BNGN(2)APR/FT 192/2019 and PE number 1868/2003, authorities in the border police directed Akbar for his apprearance at number the FT in Uttar Salmora in Abhyapuri subdivision of Assam’s Bongaigaon district on December 10, 2019 in order to prove his citizenship. This came at a time when he has already served a jail term of four years since as he was already declared a ‘foreigner’ in December 2015.

Interestingly, sources revealed that Akbar got detained as a foreigner after his name was allegedly misspelled in the documents provided for his citizenship verification at the district FT in 2015.

The Assam government recently released a total of seven DFs from Goalpara detention camp after they completed their jail terms as per SC guidelines and against a bail amount of Rs 1 lakh each of two local sureties.
