Retd Assam DGP, wife still ‘enjoying’ govt benefits; FIR lodged

Since his retirement in 2015, former top cop Khagen Sharma hasn’t vacated his govt quarters; continues to avail of services like govt vehicles, drivers, etc, says RTI activist

Guwahati: What do you do when a top cop of the state refuses to vacate his official bungalow and return other government perks and facilities even over three years after his retirement?

In Assam Police, the situation has reached such an extent that a local police station had to accept an FIR following a complaint lodged by a leading RTI activist of the state against the former top cop.

According to the FIR lodged by Dulal Bora at the high-profile Dispur police station in Guwahati on May 27, former Assam Police director general of police (DGP) Khagen Sharma has been availing of all government benefits like government quarters, official vehicles, fuel, drivers and security guards, among others, even after his retirement on November 30, 2015.

“This is not alone, his wife, who is in Mumbai, is also availing of the same benefits from the government,” Bora told EastMojo.

According to Bora, quoting home ministry guidelines, retired police officers should return all the benefits offered by the government within a month of their retirement from service. However, violating all norms, the former top cop is allegedly yet to vacate his official residence.

Bora further alleged that apart from other benefits, Sharma is yet to return two government generators, one at his official residence in Lakhimi Nagar, Hatigaon in Guwahati, and the other at his quarters at the Special Branch complex of Assam Police.

Sources in the state secretariat alleged that soon after his retirement, Sharma also unsuccessfully tried his luck to become the security adviser to the Assam government last year.

In the FIR, a copy of which is with EastMojo, Bora further alleged that Sharma is still availing of the services of Prabin Nath, Rameswar Malakar, Behera Chandra Basumatary of Special Branch; havildar Lonkeswar Nath (Escort Commander), constable Dipankar Roy (escort), Aftab Ahmed (escort), Bhagawan Dutta (escort), Niru Thapa (escort) of 4th Assam Police battalion; Ganesh Das (PSO), Mriganka Phukan (PSO) of SB Organisation; Subrata Suin (Mali) of 9th Assam Police Battalion; Brajen Das (orderly for Mumbai) of 1st APTF; Ram Janam Singh (orderly for Mumbai); and an additional driver for Mumbai.

“Altogether, four drivers, Mintu Lahkar (orderly from 4th Assam Police battalion), two government generators one each at Lakhimi Nagar, Hatigaon under Kamrup (Metro) and at the quarters of the Special Branch of Assam Police, one Mahindra Thar vehicle (bearing registration number AS30 7687) are been availed of by Sharma even after his retirement,” the FIR alleged.

According to Dulal Bora, Sharma has also used other government vehicles from time to time. “The list of vehicles used by Sharma from time to time include -- AS30-3910 (govt M/Gypsy), AS25A-1276 (govt M/Gypsy), AS30 6885 (Bolero/govt), AS30 7687 (govt), AS01 FC 5691 (Scorpio/hired), AS01 Z 6666 (hired), AS02 K 0029 (hired), AS-01 BD- 9786 (Scorpio/hired), AS15 G -2752 (Scorpio/hired),” the FIR alleged, adding: “Surprisingly, one havildar from the SB, Yadav, is moving with the wife of Khagen Sharma in Mumbai year after year.”

Meanwhile, commenting on the issue, Bora, who is yet to get the case number from Dispur police, further said that if the police fails to take action on the FIR, then he will definitely move to the next stage. “At any cost, this case should get logical conclusion,” he added.

When contacted over phone, the former Assam top cop declined to comment on the allegations made by RTI activist Dulal Bora. Refuting the charges made in the FIR, Sharma, however, told EastMojo that due to some “security issues” he has been using some of the benefits offered by the government.
